Regardless of staller or not, if it's regular tournament where it's not a satellite, I would just play normally and use aggression to bully. I should've been more specific. In satellite bubble, If I have very healthy chipstack where I can afford many rotations, I would spare someone if he didn't stall whereas if he stalled, I would bully and knock his ass out with ATC.
