if the pot is un-even , who gets the extra chip.

The order is clockwise from the button. SB has first rights to it if SB is in the pot. That's how its been everywhere I have played.

Yes, correct. And in split games, like O8, the player with the worst position can actually get 2 extra chips even when the pot is even prior to the split.
