You can be a below average player and still make money. You just have to find a game against worse players. In this respect, I think poker without luck would become more like pool hustling. It's not just skill at the game that makes a winner. So removing luck from the game would definitely change it. I don't think it's quite as the OP described (i.e. only the world class players being left), but it would probably be less profitable for everyone involved.
