That is what they are hoping you do, so they can make the money or ladder up the pay table a little higher.
I don't usually play that way, because quick decisions are a sign of strength and positive thinking, but it also could be used to beat opponent's when you have hit the "nuts" and you show a little concern about how good your hand strength is, you really do not want to scare the "Fish" away.
I once played Pocket Kings like a "Nit", taking my time over every decision, as if it meant I could lose or fold at any moment, especially after hitting a flop of K,K,J, and I played them like a true Angler, drawing them in, checking and calling on every action, until the River when I started to raise and re-raising, until I had both players hooked with their J/10 and J/Q hands especially after the turn gave them both Boat's with a Jack on the Turn.
I used the time bank on every decision because I had the "Nuts" and knew any aggression on my part would scare them off.
So beware of player's who do use their Time Bank's, they might be tossing you a line.:):)
