At the risk of sitting on the fence, I think it largely depends on what area you choose to focus on.

Cash players tend to play 100bb+ deep all the time, so it makes little to no sense for them to study strategy much below that, maybe 80bb, but no lower. This means if they enter a tournament, they will likely crush the early levels because they are so well studied at those stack depths, but as the tournament progresses and the stacks get shorter, the tournament players advantages will come to the fore.

Tournament players will normally focus on <40bb strategy because even in deeper, slower tournaments, the majority of the tournament is going to be played at sub 40bb, so why would they spend hours and hours studying 100bb strategy, when that only makes up a tiny percentage of their game time? This means that if a tournament player rocked up to a cash game, they would struggle because they no so well versed in the strategy to play deep-stacked the whole time.
