From what I can see, it looks like both hands have a str8...on the board ...45678...so..split/chop pot..

Yes it is a split pot, you both have a straight. 45678, best 5 card hand.

I would think the hand with A - 3 would win because she has 34567... the other hand A-8 just has a pair of 8s... ?

The best hand is STRAIGHT.
Even with 2 aces in your hand, the best combination is straight.
