If only the people that won kept playing, after a short while, you wouldn't have anyone left to play.  For example, out of a tournament of say 100 with top 20 winning, if the 80 people that didn't place never played again, next time you would only have a 20 player tournament with say top 5 placing.  Then next time, if the 15 users quit cause they lost, you would only have 5 players for next time...etc.  Until you only have 1 player left.  Thus, the theory is that they lost this time and will hopefully win the next time.  Not all players that loose are "Garbage" - they may of just got bad luck that game.  I can't count the number of times I have lost because of only 1 lower like Queen vs King ... Ace vs King ...  So just because you lost that time, doesn't mean you just quit - you try to learn from your mistakes that you made that round and try again next time.  The more you play, you will go from being as you stated "Garbage" - to a skilled player and then may start winning.  So basically you have to "Try and Try Again" to get better and thus keep playing the game hopefully improving - Not just quit because your game isn't as good as the player next to you.  Of course this is just my opinion...
