Sure it is possible
Many poker players have built a bankroll entirely from scratch; it is also good experience in playing consistently and in following good bankroll management. The biggest drawback to this method is probably the time - it will be very time consuming and if you are already a winning poker player, then you are probably better off depositing (even an amount like $100) and then working off of that.
However, I'm one of those players who has never yet deposited money into a poker bankroll; I've started from scratch and been using that ever since.
Currently still building a bankroll from these freerolls with the option of beginning micro-stakes for money with that (and ideally moving up and up in stakes when I'm ready and bankroll can go well with that).
