Do I need to deposit to activate poker sites?

No you don't need to make a deposit to activate your account.
Some sites will ask you documents to prove your identity.

There are some options you can use to withdraw your winnings, but it will depend on your country and if you have the options for transfer.

Most of poker sites allow withdraw your prize money ( winning by freerolls) only to card from which your make deposit before.

Not a good idea. If a site sees (which they can easily) your running a VPN you will be banned and forfeit any money you have on that site
