The most important thing is the purity of the random hands. Deposits are fast, so I would make the payouts as well.

Agree with the sentiment, but this would be too subjective and open to dispute. A fairer way would be to just reduce time to act for all players to 10 secs a hand and remove or drastically reduce time banks.
