I think it's obvious. PokerStars has lost its market position and its operations will gradually be wound down in all countries. It is not economically viable for them to renew their licences or operating rights, as the profits they used to make will no longer be there. Yes because this is a requirement from the italian and french governments. Unlike some other sites PokerStars dont openly violate the laws of the countries, where they operate.
