The state needs to invest money into fighting cyber crime like fake slots as well as into rehabilitation facilities and psyhotherapeutic help for addicted people. Here, in Germany there for example, slot machines are tine restricted. You need to make a break every certain amount of time weather you win or loose, and if you like to cash out like 500€, you need to wait like 6 minutes for it too load.

I find it a bit funny to realize that I don't personally consider poker to be a gambling game, even though to an outsider it appears to be one. When you say the word "gambling," you think of slot machines or lotteries. The kind of games in which outcome is purely a random thing and player has no influence on it is gambling for me. Poker on the other hand feels so fundamentally different to me, even though it also involves luck. 🤔

As someone has worked with people with addictive personalities - the issue is compounded today by the sheer worldwide availability to gamble at every turn, its a problem that will never be cured or resolved as there are so many factors to consider.
Education will help to a point but ultimately its the individual and their choices, i counsel people with a diverse spread of needs and issues around gambling and one thing i commonly recognise is that few have a genuine love of gambling to the point where the "being responsible" part kicks in and they are able to self limit.
Whilst mega money is made from gambling by authorities - their responsible duties will on extend so far - to meet legal obligations.
