When starting out, beginners should already have a basic understanding of the poker rules. The ideal is to start at the free tables and then work your way up to the lowest tables. As you start winning at the tables at your level, you will begin to progress at the tables.

Start at the lowest level and move up as soon as you have 10-20 buy-ins for the next level (and move down if you lose like 25% of your roll at the new level). This is for Cash games.

If you don't have any money to lose and want to play MTTs you can always play freerolls until you get money for the cheaper buy-ins. If you win continue with real money entries and if you lose: back to earning money with freerolls. Rinse and repeat until you think you are a winning player.

The rules of playing Poker change depending on what Poker Variant you play, Omaha! has different rules to Texas, and the rules change again for games like Stud and Draw Poker. but in General the hand strength is just the same, It is just the way the game is played, There are also differences in Limit, Pot Limit and No limit Hold-em, but again the Hand strength does not change.
Most good Poker books will start with the basics in Hand strengths and then move onto how the game starts and continues through the Flop, Turn and River with Texas Hold-em, and will have dedicated chapters for the different Poker Variations, so you could skip them if you wanted but I would persevere with learning the different games.
As for how to start playing poker games, you could start off playing for fun on Pogo.com or Facebook just for the fun of it, and to find out if the game interests or suits you. But if you are serious about winning money from the game, the only way to learn is to experience the game for yourself and join a poker site.
One that offers regular Freerolls so you can start to play for real money without having the fear of losing any of your own money, and like many players start to build a Bankroll from Freerolls, It is not Easy but it is Possible. I have several on different Sites all from starting off with Freerolls.
Poker for me Started just like I have already described, starting on Facebook and then moving on to On-line poker sites, then once I built up enough confidence I started playing in Pubs and Clubs and eventually in casinos.
I once entered a game at a local Workingman's Club and met a Friend who I had no Idea he played Poker. During the game I noticed he had a Torn back of a Cigarette pack on the table and noticed he would look at it and put it back down again during the game, at the break we started having a chat and I asked him what the torn piece of Cigarette pack was for, He asked me not to laugh, but he had the hands listed on the back of the pack in Strength order and told me he could never remember which hands beat other hands.
He actually went on to win the Tournament. So whatever works for you, Works!

2) learn what bankroll management is, you can slightly modify it but stick to the rules
3) start with micro-stacks, even if you have a larger capital, to get used to the dynamics of the game
4) analyze your game after each session !!!!!!!!!! (biggest wins and losses)
5) play tight aggressive at the beginning
6) learn, learn, learn, learn, learn, learn, learn, learn, learn, learn, learn, learn, learn (repeat until end of life)

I think the most convenient way for a beginner to start playing poker is to register on a poker site. I personally play on PokerStars, but I know that it is not allowed in all countries.
Watching instructional videos on YouTube, playing with friends and studying the mathematics of poker is a very important aspect. Good luck.
