I can't speak for the whole EU since some member states have their own quirks. But in many of them poker winnings are completely tax free as long as the game provider has a suitable gambling license.
For example, as Finnish person I do not pay taxes on any winnings I make on partypoker, pokerstars, 888 or GG (not a comprehensive list) But if I'd play at WPT or ACR those winnings would fall under income tax.
