i do not get a good explanation from pokerstars about why we geeks are not allowed to play the Deal jackpot . i mean i deposit the same as all other members players of pokerstars , my money is not as good as the others' , so thats why i shouldnt play the same all games like the others ??? disquisting

You can "buy" so to speak by creating rake.
Opt in in the challenge requires
1$ rake is a 7 coin ticket
10$ rake is a 70 coin ticket

It's a promotion from PS you can spend your stars coin to win prizes. With the jackpot displayed as above .
7 cards are dealt 2 cards are burned
Each round costs either 7 or 70 starscoin

Not necessarily. As @antonis mentioned before , it's blocked in Greece for instance ,despite them being allowed to play real $
