As a general rule I don't ever want to call more than 10BBs when set-fishing with small pairs. I think this is a perfect example of why limping from early position is sometimes the correct play. I will limp with hands that I will call a small raise but don't want to induce a large re-raise. 11.5 BBs is outside what I would want to call, but I think an argument can be made both ways : you do have position, but there is a general rule that for implied odds when set-mining stacks should be at least 15 times the size of the raise you're calling. Folding probably the correct play.

This is a standard fold with two players left to act behind you. If you call, then more often than not at least one of them will also call, and then you are monkey in the middle in a bloated pot with 77 just only hoping to flop a set. If it was only you and SB in the hand, then its more reasonable to call and play a smaller pot in position.
