The problem is that those sites operate with absolutely no regulation, and became a huge problem in Brazil. The Federal Police fount that many of them are owned by the organized crime.

Where did you get that idea?
Betting companies were regulated by this very administration; they each had to pay 30 million to operate for five years, and now—less than two years later—the government decides to break the contract with them.
That’s the sort of thing that happens under a dictatorship.

There is absolutely no oversight regarding how these sites' algorithms work. No one can say for sure whether or not they honor the stated odds.
However, the mere fact that most of them pay influencers to lure people into the game—using fake Apps where the influencers always win—demonstrates that these people cannot be trusted to be honest.
Furthermore, influencers earn a commission based on the money people they bring lose on these sites. That is completely immoral.
These sites have been used to launder money from drug trafficking, corruption, and scams, precisely because regulations do not cover the actual gameplay—focusing almost exclusively on tax payments.
As for the "dictatorship" claim, the bill is going to a vote in Congress, where it may or may not pass. I see no signs of authoritarianism in this situation.
