When a player intentionally tries to take advantage of others using tactics that are not against the rules but are considered unethical.

An example would be a player who

Hide your big chip denominations or

Falsely advertise your hand at

Confrontation

Actually its against TDA rules.

They get warning from dealers. Not sure if any tougher penalty for repeated offenders.
