Let's suppose the following:

Player 1 Raises 4bb pre flop (so the minimun raise is 7bb)

Player 2 Calls

Player 3 Goes all in with 6bb

It is the Player 1 turn again so his raise is blocked and he calls

Can Player 2 go all in? What is his conditions to do this?

my opinion, player2 must have pocket AA, otherwise he risks to run into the same AA, player1 and player3.

That is a great question. All in didn't meet the minimum requirement (call, plus extra), player 2 couldn't raise either. Both could on the next street.

codices to go all in is only with the top of the range !! AA, KK, QQ, maybe an AKs, even more so I would think .. now you could explain better, amount of effective BB, and profile players .. this way you put leaves things too vague.
