I don't know how to maximize luck. You can maximize your skill by studying, but luck is often the deciding factor.

to improve your luck the first thing: learn to play, know the ranger table, train push and fold until you can't take it anymore, do 10k hands in the simulator with 90% accuracy, train to make good decisions until it becomes automatic, with these and other practices you will boost your luck

I doubt there is a strategy to maximize luck.
You can maximize EV with good game selection, exploitative adjustments against unbalanced player.
