How does one create a tournament at Pokerstars?

Does anyone know how to create a private tournament over at Pokerstars?

I heard someone say that you needed to accumulate a certain number of FPP's before you can do this.

I've amassed well over 9,000 so I should be ok I think, I just don't know how to set about it.
