ITIN number at a casino

Hi All,
I was told that if one has a EU passport (or Canadian?!) one does not have to pay the 30% withholding tax that is taken if you win over cerntain amount in a US based casino.
In order to do that one must obtain an ITIN number.
I was told one can get it directly in the casino - Is that correct?
Is there another way to get this ITIN number?

There is a list of specific countries that are not subject to the 30 percent withholding------

From latest IRS bulletin:

Tax Treaties

Gambling income of residents (as defined by treaty) of the following foreign countries is not taxable by the United States: Austria, Czech Republic, Denmark, Finland, France, Germany, Hungary, Ireland, Italy, Japan, Latvia, Lithuania, Luxembourg, Netherlands, Russian Federation, Slovak Republic, Slovenia, South Africa, Spain, Sweden, Tunisia, Turkey, Ukraine, and the United Kingdom.



Canadian Tax Treaty

gambling winnings of Canadian residents are subject to NRA withholding at 30% on the gross proceeds from gambling won in the United States.



You only need a US Tax number if you are withheld the 30% and need to try and get it back

Does anyone has experience with getting that ITIN number directly in the casino? I understand that some casinos have expedited rights to get ITIN number for you.
