Whether or not you can bluff someone off that has a better hand than you, or slow play and let them bluff their way on a huge pot and you take them. In poker, the pro will win most of the time, but the underdog can take the pro down at times due to the variance of the cards. Thus what makes it fun and able to bet on. You can't bet on a pure skill game, as the other player will win every single time, thus why pure skill-based betting games aren't very popular or online chess betting.
