It all depends on the house rules, not in any casino I've been to, but online I've seen the cards dealt and folded and not dealt.

Online, ring games, no. In a tournament, yes. In a tournament, you can be sitting out, see your cards, and click "I'm Back" before the action gets to you and play the hand.
