GTO recommends a 100% call, but does a hand like this really have any playability?

With 93 offsuit, you have three options:
Fold.
Fold confidently.
Convince yourself “this is a good bluff candidate” and donate chips to the table 😭
93o isn’t a poker hand. It’s a personality test.
Sure, once every 6 months you’ll hit two pair and feel like a genius… but statistically it mostly exists to humble people who are bored 😂

What solution are you looking at? For 100BB cash game (no ante), GTO Wizard only defend 40% of hands from BB to a 2,5BB BTN raise. For MTT 100 BB deep 78% of hands are defended to the same 2,5BB BTN raise (because of the ante), but that still does not include something as bad as 93o. MTT 50BB deep, BTN only raise 2,1BB, and because of this better price 89% of hands are now defended from BB. But even that does still not include 93o.

To make a long story short, you are never making a significant mistake by not defending the worst junk hands like 93o, and it protect you from getting into sticky postflop situations, where you could potentially end up making significant mistakes. Folding preflop also reduce your workload, which is important when multitabling.

Guessing there is missing context here - if you're completing against a limp as the SB with an ante, or something like that where you have a price to call anything then yeah 93o will be a call (at least, according to solver), but 99% of the time it's a junk hand that should be auto folded.

9♠3♦ offsuit? Usually just fold and wait for a better spot. One of the weakest hands in poker save your chips for stronger plays.
