This looks like an unrealistic non human driven question.

Because in reality both parts have their place in poker and you can not choose one or the other.

You can not rely on luck (variance) but if you have skill (edge) it may help you to win more at poker.

If you manage to get AA (which is lucky), you still need more luck because this hand does not win automatically depending on the board.
A guy with 76 may crack your AA on a board of A54K8. So a mixture of luck and skill is needed.

Its a very artificial question, because you can not choose to be lucky, but you can choose to work on your game, so you become more skilled. Also "being lucky at poker" is not even possible, if you want to play a lot, because then the luck element AKA variance will gravitate towards the mean. But if you could actually choose to bink one big tournament Cris Moneymaker style, then that would likely be preferable to being skilled, since you could then win life-changing money in a few days and choose, if you even want to play poker ever again.

You cannot choose luck; it chooses you. So, always strive to develop the skills needed to ensure that when luck comes your way, your gains are significant.
