Tournament was in early stage, but is big bounty 70% of buy in go into bounty.
as you see Utg+1 go all in, and i'm small blind and cover him, there is only big blind left but he cover us both.

The way, we adjust our calling range in bounty tournaments, is to convert the bounty into chips. Here UTG+1 had a bounty of $1 ($2 but you only win $1 since its progressive), which is 1/3 of a buyin. So as a first approximation his bounty was worth 1/3 of the starting stack. So first of all, since you did not tell us the starting stack, nobody can give you a good answer to this.

But unless he had dropped significantly below the starting stack, I think, its ok to fold here. It would be a bit unusual to jam in that many blinds from early position without a strong hand, when he can not even win anyones bounty. If you call with 88, you are probably calling to wide, and if you fold JJ, you are probably not calling wide enough. 99 and TT are optional.
