A small bankroll can be done without paying for it. Free-rolls if you place in the money, cherry-pick the tournies so you don't play forever for a tiny amount of money. Play different sites, to widen your amount of free-rolls.
. Two, if you make anything in a tournament, bank at least half of it; you have to save something from every win to have a bankroll.
It will take a lot of tournaments played to amount to a bankroll. And if you start that bankroll, if you win a tournament, bank x amount, have fun with the rest.
