It can't be tax evasion if there is no tax payable on gambling winnings, I have never paid tax on gambling wins, my country does not have a tax on gambling, the politician's know not to go there if they want a long career.Yes you can. Pretty sure quite a few here have done exactly that.
Also in several countries gambling wins are tax free so not playing taxes on them sure smells like tax evasion

I used to play at casinos when they were illegal. Although it's quite dangerous, if there are no other options, I'm willing to take that risk. But it's worth mentioning that there is also an alternative, playing with friends and acquaintances can be a pretty good option in such a situation.
