3bet is low when it's less than QQ+, AK, i.e. 2.6%. Use pokerstove to get a feeling of the ranges. It's high above 6 or 7%.
limp-call, what matters is how immediately profitable isolating will be. If he limp-calls less than 40%, you can more or less raise as wide in late position as if the pot was unopened (that means ATC if the blinds are tight). If it's more than 70% i'd say you do need a real hand.
