How accurate is HEM's rake figures compared to how much RB you get from RTR, if that makes sense!!???

ie. Say HEM says I paid $1000 in rake for last month, then logically I should get ~$270 ish amirite?

Very accurate. With caveats. FT deducts some fees from your MGR like the transaction costs, some bonuses, use of FTP points, ...
