Yes, it confirms that Martin Scorsese did not co-direct the movie. Scorsese was a co-producer (not even the only producer). Producing a film is entirely different from directing a film. Its like casually claiming Scorsese co-wrote the film when he didn't.
Very few films are co-directed (it is said to be less than 1 per cent) because the director has a singular vision. The 'second unit' will take responsibility and direct and shoot as much as half of the movie but they are under the directors instructions.
Further when movies are co-directed it is most frequently by siblings such as Joel and Ethan Coen, Peter and Bobby Farrelly and then Andy and Larry Wachowski, for obvious reasons. They have grown up together and are close and in synch with each other in an exceptional way.
Obviously Scorsese and Schrader are great friends and collaborators...but...if Scorsese had directed the film he would be credited as 'director', not presenter/producer.
