Lock must understand that even if they pay out all the players no one is going back to them they are done for... The business was badly managed and funds were not segregated.
The one bd thing about online poker being so low cost to run is that they don't need much money coming in to keep the site afloat therefor when they can't pay the players they can keep getting deposits and hurting more players
Honestly it wouldn't surprise me if it were discovered that Sheldon Adleson was paying Locks CEO to screw over American players so he can go "see online poker is bad"

If Lock were to give me the books and complete control over their site I bet I could turn it around not because I'm a genius but because a drunk monkey could probably pull it off..
First thing I would do is send an email to players, to poker forums and to the PPA saying "Hello, my name is TJ and I am now in complete control of Lock poker I have kicked the dumbass who was previously running Lock out on their ass.."
Then I would be 100% honest about the money situation no matter how bad it looks and start working on segregated player funds immediately!
There are still people making deposits and still people playing 3/6 and even 500/1,000 so rake is still coming in and fresh money..
I would work on first paying off the sites low operating costs and then take excess rake and put it into players accounts trying to rebuild it.
Worst case scenario I would implement a must earn X amount of VIP's to cash out X amount of money in order to increase traffic and rake. This would obviously piss people off but I would explain that Locks old management really screwed the pooch, and that this would be the only way to get the site operational and I would need the help of the community to get the community paid...
and of course I would get rid of REKOLLECT and every other dumb ass promotion Lock can not currently afford..
So whatya say? turn Lock over to me? lol
EDIT: I would also get rid of 95% of GTD tournaments and only keep micro GTD tournaments like $50GTD $1.00+10 R/A tournaments
