Best time to play is when you feel sharp, focused, not prone to tilting and ready to stop if it doesn't go your way. And some decent traffic is needed of course.

In the morning I sleep.
During the day I work.
I only have time to play in the evenings.
But all the major tournaments that interest me mostly take place in the evenings and at night, so this is my favorite time to play.

I think it depends on how long your sessions are, what games you usually play... the weekends are in general the best as many recreational players have 'free time' to play poker and the traffic/pool is better, but IMO the 'perfect time' to play poker is whenever you are ready for it and you feel like you can bring your A game for a long period of time...
