True. I am ashamed we still have south american looted objects in our imperial treasure chamber .

Yes because Austria is much older than Germany and the Austrian empire under Habsburg included many german regions.
When there still was a holy roman empire

There only been the "deutsche Lande".
But there was no sovereign state called Germany back then. Only Prussia
